Important Information About CARB Clean Truck Check in Thousand Oaks
2023 Law, 2024 Enforcement
The CARB Clean Truck Check requirements, formally known as Heavy Duty Vehicle Inspection and Maintenance, started in January 2023, but enforcement has only started to catch up with vehicle owners recently (about July of 2024 is when we noticed DMV holds pick up).
Applies to diesel vehicles over 14,000 lbs GVWR
There are a few exemptions, but very few. Most heavy duty personal and work diesel vehicles that don’t run on gasoline will need to comply with the new law if they operate on California roads, even if they are registered out of state.
Fines are $1,000 Per Day
California Air Resources Board can fine owners of non-compliant vehicles $1,000 a day (per vehicle).
DMV Registration Holds
Most vehicle owners discover the new law when they try to renew their registration. It usually goes like this: First you mail your registration renewal form and fee.
Then, instead of getting license plate stickers and a registration card, you get a DMV Notice of Incomplete Renewal with a CARB Non-Compliant Vehicle warning: CARB Clean Truck Check Required.
Next, you try to call the number listed (866-634-3735) and learn there are hundreds of callers ahead of you and your expected wait time is about 8-hours long.
Finally, you get through to someone and they tell you to register your vehicle on the CTC-VIS database, and get a mandatory Clean Truck Check. That’s when you call us.
Annual Compliance Fee
The CABR Clean Truck Check annual compliance fee is $30 per vehicle. If you didn’t register on the CTC-VIS Portal, and report your vehicles, you’ll be charged $30 a year going back to 2023. CARB isn’t charging a penalty if diesel vehicle owners didn’t register and pay on time—that may change of course.

CARB Clean Truck Check OBD Tests in Thousand Oaks for 2013 and Newer Vehicles
OBD II Tests (2013 and Newer Vehicles)
Vehicles 2013 and newer require a CARB Clean Truck Check OBD test. This type of test is digital and requires approved software and testing devices that collect On-Board Diagnostic data and transmit the results to CARB.
The OBD data collected is specifically related to the performance of the engine’s emission control components. If all components are functioning normally, the vehicle will usually pass the test—but not always.
For example, if a vehicle has had a Malfunction Indicator Light (MIL) reset recently then CARB Clean Truck Check “OBD Readiness Criteria” must be satisfied.
OBD Readiness Criteria is basically a specific number of warm-up cycles and engine runtime since the reset. As of September 13, 2024 CARB is on Phase 2 of OBD Readiness Requirements for Clean Truck Check (see image)
